Discount that opinion by whatever margin feels right to you. The numbers deserve no such discount: each one is the rate its vendor was advertising in July 2026, and one of them beats ours.

Our Case for First Place

Five claims, all checkable. Legal process delivered to our Rhode Island office gets scanned and posted before that day ends, with an email telling you it landed, since the response clock runs from the date of service rather than the date you notice. The rate is $99 and it stays $99, since no renewal step-up exists in how we price. Checkout offers one service, never a menu. Our street address occupies the resident agent line in your Department of State record, keeping yours off it. One extra fee exists, $15 per item to scan ordinary business mail, and you should read it here rather than meet it later.

Now the limit of that argument. Measured on sticker price, the cheapest registered agent service in Rhode Island is BetterLegal's $90, which undercuts us by nine dollars. Our honest version is more modest: $99 belongs among the lowest flat annual prices anybody here publishes, includes same-day scanning without a surcharge, and does not move.

Verdicts on the Remaining Eight

2. Northwest Registered Agent

Best of the rest, and not narrowly. Prices published in the open. Phones answered by staff. A privacy record that predates the industry's discovery of privacy as a feature. Two asterisks apply. The free first year requires buying formation from them, so purchased on its own the service runs $125 annually. The $100 rate needs five states or more, a threshold meaningless to a business that exists only here. Plan on $125. That is $26 over our rate, every renewal, indefinitely.

3. BetterLegal

Ninety dollars a year, confirmed in their own text during our July 2026 sweep, and the lowest published renewal on the page. The gap is year one, which they never state plainly anywhere we looked. This ranking rewards pricing a buyer can read before purchase, so a fully disclosed $99 finishes ahead of an underdocumented $90. Nobody paying BetterLegal $90 for Rhode Island agent service is getting fleeced.

4. Rocket Lawyer

A flat $125 a year. Same figure at every tier of membership. No teaser rate waiting to expire. Credit where due, that is disciplined pricing. The mismatch is scope. Rocket Lawyer sells a legal subscription and attaches agent service to it. Use the templates and the attorney access and the price makes sense. Need a Rhode Island address plus fast scans and nothing else, and most of what you bought sits unused.

5. ZenBusiness

Two numbers here, and the second is the one that matters. Bought on its own, year one runs $99 plus state fees. Every year after that is $199. Renewal years will vastly outnumber first years. The software is polished, genuinely so. That polish runs $100 a year above our flat rate once the opening cycle ends.

6. Bizee (formerly Incfile)

Incfile under its old name. Free agent coverage rides along with formation packages, three months to twelve depending on the tier. Real value if Bizee was forming your company anyway. Then it lapses and standalone pricing takes over at $149 a year. Put the lapse date in a calendar the day you buy, because nothing about a free service reminds you that it was temporary.

7. LegalZoom

$249 a year, renewing itself automatically, and our July 2026 sweep located nothing resembling an opening-year discount. Highest flat rate in the manifest. The premium purchases name recognition, more of it than anyone else in the category holds. What it does not buy is different treatment under Rhode Island law, which demands the same in-state street address, the same availability, and the same prompt handoff of documents from every agent regardless of what they charge. Two and a half times our fee pays for recognition, not compliance.

8. Swyft Filings

The $149 looks fine until you read the billing period. It is a quarter. Annualized, that lands near $596, the most expensive entry here by a distance, and no introductory rate turned up to soften it. Four moderate charges disguise one large one nicely. A year of Swyft costs roughly six years of us.

9. Inc Authority

Year one free. Year two unpublished. We read the FAQ, the package pages, and the front of the site in July 2026. No second-year number appears in any of them, which typically means it gets disclosed at checkout or by a salesperson. A ranking by published price has to put a hidden price last. The missing number is itself the review.

Resident Agent Is What the Statute Calls It

Rhode Island business filings go to the Department of State, Division of Business Services. Not a generic Secretary of State's office. The Secretary of State runs the department, and the department name is what appears on the forms and on the state's file your annual report instructions. Get the agency right and the right form is easy to find.

The role carries a local name too. R.I. Gen. Laws § 7-16-11 says resident agent. Every company in the manifest advertises registered agent. One job, two labels, and Rhode Island paperwork uses its own.

Who may hold it, per subsection (a): an individual residing in Rhode Island, or an entity in one of three categories, corporation, limited partnership, or LLC, so long as it was formed here or carries authority to do business in the state. The office must be a Rhode Island street address. PO boxes fail. Subsection (c) then requires the agent to keep that address current with the state, a live duty carried by whichever service you hire rather than by you.

A Fixed Window, Not an Anniversary

Most states date the annual report from your formation anniversary. Rhode Island does not. Form 632. Fifty dollars. The window runs February 1 through May 1, identical for every company in the state, and it skips the year you organized. Slack runs through May 31. On June 1 the $25 penalty attaches. Ignore it long enough and revocation proceedings follow under § 7-16-66.

Here is the part that touches this comparison. Before February 1 the state mails a courtesy reminder, and it is addressed to the registered agent, not to you. Your agent receives Rhode Island's only prompt. A service that scans that envelope the day it arrives hands you the entire window. What Rhode Island Charges Around the Agent

Starting from nothing: Articles of Organization, Form 400, $150. Section 7-16-5 of the General Laws creates the filing and § 7-16-65(1) fixes the price. Submit it on paper, or use the RI Business Services Online Filing System. One wrinkle on the online route. A small enhanced access fee rides along with electronic filings, and it goes to the portal vendor that operates the service rather than into state revenue, so an online total reads slightly above the statutory figure.

Already formed and stuck with the wrong agent: Form 642 is the vehicle, titled Statement of Change of Resident Agent and/or Address, and it runs $20 through Business Services. The outgoing agent gets no vote. Twenty dollars is the full cost of walking away from any provider in this manifest, this one included, which is exactly the pressure a market like this ought to face. Every service listed clears § 7-16-11, so decide on what actually differs: the renewal number, how fast a document moves from the mailbox to your screen, and whether the vendor told you the truth about year two before taking your money. One bills quarterly. One will not say. One charges $249 for a name.
